Willard
Russell Clutter, Jr. was born in Licking County, Newark, Ohio on October 7, 1945
the son of Willard R. and Frances Elizabeth (House) Clutter, and the eldest of
two children. His father was an attorney, and his mother a high school English
and Home Economics teacher. He attended numerous elementary schools in Ohio, and
was graduated from Newark Senior High School in 1963. He was graduated from
Franklin University in Columbus, Ohio (Summa Cum Laude) with a B.S. in Business
Administration, and completed his graduate studies at Butler University in
Indianapolis, Indiana earning an MBA, and the Wharton School of the University
of Pennsylvania. In 1990 he married Donna Mae Ostermeyer of Greenfield, Indiana.
They are members of the United Methodist Church. Bill has two daughters, Holly
Anne and Jennifer Lynn (Schmelzer); both residing in Columbus, Ohio while a
sister, JoAnne (Kelly) resides in Pickerington, Ohio.
Bill
began his career in Ohio as a Communications Consultant for GTE in 1966 and
assumed additional management responsibilities including Division Sales Manager,
Customer Service Manager, Division Manager, and General Sales Manager. In 1982
he was transferred to Indiana as Market Planning Director, and in 1987 was
promoted to Regional Sales Director for GTE’s manufacturing division, GTE
Communication Systems. In 1991, AT&T acquired GTECS, and he became a
Regional Sales Director for Lucent Technologies (formerly AT&T Network
Systems) located in Indianapolis. He retired from Lucent Technologies in 1998.
Bill
was raised a Master Mason in Guernsey Lodge #632 located in Cambridge, Ohio on
July 21, 1969. With his vocational transfer to Indiana in 1982, he became
affiliated with Noblesville, Indiana Lodge #57 F& A.M. serving as Worshipful
Master in 1988, and is a Charter member and Past Master of Century Lodge #764 in
Indianapolis, IN.
He
was exalted a Royal Arch Mason in Noblesville Chapter #120 RAM on May 29, 1984
serving as High Priest in 1986 and 1991; greeted a Select Master in Noblesville
Council #89 R&SM on May 31, 1984, and served as Illustrious Master in 1987
and 1988. He was created a Sir Knight in Noblesville Commandery No. 61 on
October 17, 1984, serving as Commander in 1988, 1990, and 1995. He is a plural
member of Lawrence Commandery No.67, and Greenfield Commandery No. 39.
On
December 7, 1984, he was duly greeted a Super Excellent Master in Logansport,
IN. He was made a Noble of Murat Temple, A.A.O.N.M.S. in Indianapolis, IN on
December 5, 1987. He was regularly admitted into the Indiana Council of Anointed
High Priests on April 18, 1986, and received the Degree of Thrice Illustrious
Master on April 22, 1987. He was inducted a member of the Indiana Past
Commanders Association on April 29, 1989. In 1990 he was inducted into the Grand
Council of Knight Masons, Indiana No. 15. On April 19, 1990 he received the
Grand Council Cryptic Masons Meritorious Service Award. He was also a 1995
recipient of the Indiana Knights Templar Distinguished Service Award.
Masonic
memberships include the Ancient Accepted Scottish Rite in both the Valleys of
Indianapolis and Terre Haute. He was appointed to the Adoniram Lodge of
Perfection Officer’s Line by J. David Hollingsworth, TPM, on May 3, 2000. He
was coroneted a Sovereign Grand Inspector General 33°
and Honorary Member of the Supreme Council of the Northern Masonic Jurisdiction
at Cincinnati, Ohio on September 29, 1998. He was coroneted a Sovereign Grand

at Cincinnati, Ohio on September 29, 1998. He is currently the 1st
Vice President of the Indianapolis Valley “Thirty-Third Association”.
He
was inducted a Knight of the York Cross of Honour in Robert A. Woods, Priory No.
62 on January 25, 1992. He has been invested with the Priory rank of Knight York
Grand Cross with One Quadrant, and now serves as Deputy Prior. He was awarded
the International Order of DeMolay Legion of Honor on August 9, 1996.
He
is a member of St. Basil and St. Hilary Conclaves, Red Cross of Constantine;
Royal Order of Scotland; Indiana College Societas Rosicruciana in Civitatibus
Federatis; Radiant Chapter #200 Order of Eastern Star; and, the Sahara Grotto.
He is a member and Officer of Gennesaret Tabernacle No. XVII Holy Royal Arch
Knight Templar Priests and a member of the Indianapolis – Fort Harrison
Chapter No. 66 of the National Sojourners, Inc.
Bill
served as a Deputy Battalion Commander, Battalion III, to Sir Knight Steven J.
Barton, REGC, 1990-91. He was elected Grand Junior Warden of the Grand
Commandery Knights Templar on April 26, 1991 in Indianapolis. He progressively
advanced through the Grand Commandery line and was elected Grand Commander at
the 142nd Annual Conclave held on April 26, 1996 in Indianapolis, Indiana.
He
was a recipient of the Grand Encampment “Knight Commander of the Temple”
Award in 1998, and served as the National Chairman of the “Templary 2000
Crusade” membership development program. In March 2000 he was appointed to the
Templar rank of Honorary Past Department Commander by James Morris Ward, the 61st
Grand Master of the Grand Encampment Knights Templar of the United States of
America. He was appointed to the rank of Department Commander – Subordinate
Commanderies on January 5, 2002 by Sir Knight William Jackson Jones, the 62nd
Grand Master of the Grand Encampment Knights Templar United States of America
while he continues to serve as his “Chief of Staff”.
He
is a Charter member and Associate Regent in the Sagamore Valley #133 York Rite
Sovereign College and is currently Governor. He
received the “Knight of the Order of Purple Cross” from the York Rite Grand
Sovereign College of North America in Chicago, Illinois on August
3, 1996.
Bill
was inducted a Charter Member of the St. Bernard de Clairvaux Council #256
Allied Masonic Degrees in June 1991 serving as Sovereign Master in 1997, and was
named Knight of the Red Branch of Eri. He is a member of the Grand College of
Rites, Masonic Order of Bath, Order of the Garter, Order of Secret Monitor,
Order of Royal Ark Mariner, a Knight Grand Cross in the Royal Society of Knights
Occidental, and Master of Tyre. He was created a Worshipful Commander Noah of
the Royal Ark Mariner Degree, and Past Supreme Ruler of the Grand Conclave of
the Order of Secret Monitor. He was also ordained into the Order of Knight of
Constantinople, Knight of St. Patrick, Installed Sovereign Masters Council, and
Royal Order of Kamehameha.
He
was appointed Grand Marshal of the Grand Lodge Free and Accepted Masons of the
State of Indiana in 1997 by Douglas O. Fegenbush, 147th Grand Master
of Masons. He served on the Indiana Masonic Home Board of Directors during
1999-2001, and is Past Chairman of the Grand Lodge “Masonry’s Door”
program.
Active
in the community throughout his vocational career, he has held memberships in
various Rotary, Exchange, and Sertoma Clubs in various communities and
participated as a corporate leader in various United Way campaigns. He received
the Ohio Jaycee “Boss of the Year” Award in 1972, and was commissioned a
“Kentucky Colonel” by the Governor of the Commonwealth of Kentucky in 1997.
Donna
Donna
is the daughter of G. Robert and Rosemary (Salyers) Ostermeyer of Greenfield,
Indiana. Her father is a retired employee of the Warren Central School System in
Indianapolis and continues to breed flocks of championship Suffolk sheep. She
was graduated from Mount Vernon High School in Fortville, Indiana, and was
graduated at Purdue University with a B.S. in Biology. Donna completed her
graduate studies at Butler University in Indianapolis, Indiana earning an MBA.
Donna
held numerous administrative positions in marketing, finance, and operations at
Methodist Hospital in Indianapolis. She then became Vice President -Regulatory
Affairs for the American Institute of Toxicology located in Indianapolis. She is
currently responsible for all information management at (Voluntary Hospitals
Association) VHA Tri-State located in Indianapolis.
She
was elected to the Indiana Sheep Breeder’s Association Board of Directors in
1988 and continues in that capacity. Donna is also an active member of the
Indiana Suffolk Sheep Association currently serving as a member of the Board of
Directors, and served as President in 1988-89. She is Director of the ISBA
“Make It Yourself with Wool” Program. Active in the national sheep breeding
industry, Donna was the 1994 President of the National Suffolk Sheep Association
being the first woman to be elected to that office. She served two consecutive
three-year terms on the Association’s Board of Directors.
Donna
is a recipient of the Grand Encampment Knight Companion of the Temple. She is a
plural member of the Social Order of Beauceant at Indianapolis #90 and Anderson
#108 Chapters. She was active in the Executive Women’s Leadership Program and
a former member of the Funds Allocation Committee of the United Way of Central
Indiana.
